On May 13, Jordan’s Planning Commission held its monthly meeting. After the call to order by Committee Chairman Jeff Will, the meeting agenda was approved with no changes. Will then requested that the meeting minutes from the April 8 meeting be updated, as he was not present and a clerical error had mistakenly recorded his attendance. On this basis, the minutes were approved by the committee, with Will abstaining.
The committee then considered a proposed ordinance amendment to allow licensed cosmetic body art (tattoo) establishments in R-1 and R-2 residential zoning areas. City staff noted that current city code prohibits licensed tattoo establishments from operating in a home. Staff provided a draft amendment to City Code §154.373, Permitted Home Occupation Uses (A), as follows:
Licensed tattoo establishments are not allowed as a home occupation, except cosmetic body art establishments in R-1 and R-2 zoning districts, subject to the conditions of being cosmetic in nature (such as microblading for eyebrows, eyeliner, and lips) and must be licensed and inspected by the Minnesota Department of Health.
Committee members questioned city staff and the resident requesting the ordinance amendment for a few minutes, with generally positive comments regarding the proposal. Will then opened the floor to public comment; there were none. Council Member Penney made a motion to recommend the amendment to the City Council. All approved, with the exception of Council Member Monyok, who abstained.
The meeting concluded with brief comments from several members and an update on the most recent City Council meeting from Council Member Monyok.
The next Planning Committee meeting is scheduled for June 10. Possible agenda items include a variance request for a garage addition.
